Was geschieht, wenn die öffentlich wirksamen Klimaschutzziele der Regierung mit den Zielen der Energiekonzerne kollidieren? Der Lobbyismus setzt sich durch:

Rund 30 neue Kohlekraftwerke sind für die nächsten Jahre in Deutschland geplant, etwa ein Drittel befindet sich bereits im Bau.

Bekanntlich ist nichts so alt wie die Nachricht von gestern, doch in dieser Sache lohnt es sich, einen Blick in die Archive zu werfen: Erst im Jahre 2006 wurden die vier großen Energiekonzerne E.On, Vattenfall, RWE und EnBW durch das Bundeskartellamt wegen verbotener Preisabsprachen verurteilt.

Im Zuge der Ermittlungen stellte sich damals heraus, dass die engen Verflechtungen von Energiekonzernen mit Personen in entscheidenden Positionen innerhalb des zuständigen Verkehrsministeriums den Handel mit CO2-Zertifikaten regelrecht ad absurdum führten.

Denn das Stromkartell hat sich beizeiten Sonderrechte gesichert: So erhielten die vier Großen gratis Zertifikate für Kohlekraftwerke – und durften diese sogar als „Kostenfaktoren“ im vollen Umfang auf den Endverbraucher umlegen, sprich: dem Stromkunden den Wert der geschenkten Zertifikate in Rechnung stellen!

Während Betreiber von Windkraftanlagen seit Jahren beklagen, dass ein Großteil ihrer produzierten Energie von den großen Netzbetreibern schlichtweg nicht abgenommen und damit der Preis für erneuerbare Energien künstlich erhöht werde, hält auch die heutige Bundesregierung unter Bundeskanzlerin Merkel weiterhin an Kohlekraftwerken fest – stets bewaffnet mit den Totschlagargumenten von Energiesicherheit und der Erhaltung von Arbeitsplätzen.

Selbstverständlich handelt es sich um eine weitaus vielschichtigere politische Entscheidung. So hat Deutschland als weltgrößter Förderer von Braunkohle und zweitgrößter Förderer von Steinkohle in Europa in Zeiten von steigender Nachfrage unter anderem aus China ein handfestes wirtschaftliches Interesse an der Förderung  von Kohle.

Gleichzeitig hat sich die Bundesregierung bereits vor Jahrzehnten durch Klüngel und Absprachen mit der Industrie auf der einen Seite und durch langfristige Tarifverträge im Bergbau auf der anderen Seite weitgehend verpflichtet. Und nicht zuletzt drohen mit rund 1,2 Millionen Arbeitnehmern im Bergbau etwa im bereits von hoher Arbeitslosigkeit gezeichneten Ruhrgebiet weitere Einschnitte – und damit herbe Stimmverluste bei den nächsten Wahlen.
